• Fix taterzen npc id being wrong in config
• Fix log spam with mismatching position when preventing block breaking
• Improve block breaking prevention:
  • Now stops mining at all if breaking is not possible
• Disable the claim tool held message when player can't claim anyway (blacklisted world, max claimblock = 0)
• Make sign commands always execute even without permission. They need commands to setup anyway so servers purposefully put them there in the first place
• Disable double chests forming if player can't open the other chest
• Add new permission: INTERACTSIGN: If true players can edit signs, e.g. via dyeing them etc.
