- Fix log spam with mismatching position when preventing block breaking
- Improve block breaking prevention:
- Now stops mining at all if breaking is not possible
- Disable the claim tool held message when player can't claim anyway (blacklisted world, max claimblock = 0)
- Make sign commands always execute even without permission. They need commands to setup anyway so servers purposefully put them there in the first place
- Disable double chests forming if player can't open the other chest
- Add new permission: INTERACTSIGN: If true players can edit signs, e.g. via dyeing them etc.
